The Newburyport Federal Custom House Records spans the entire 121 years of the existence of the Newburyport Federal Customs District (1789-1910). Most of the correspondence in this collection takes the form of circular letters. Impost records are complete from 1792 to 1911, and are the most significant records in this collection pertaining to imports of goods from foreign countries. Inspectors', weighers', gaugers', and measurers' returns, which provide more minute detail on imported cargoes, are extensive for the first half of the nineteenth century. These returns also shed light on exports, as do the abstracts of exports (1795-1841, 1847-1873). Documentary records pertaining to individual vessels (registers, enrollments, licenses, abstracts thereof, accompanying bonds, and bills of sale) are very extensive and in many cases nearly complete for the nineteenth century. Crew lists and registers of seamen's protection provide information on individual mariners. The collection contains a significant number of fishing vessel journals from the 1850s and 1860s. Drawback and bounty records are fairly complete for the first half of the nineteenth century. Warehouse records are scanty. Financial records are complete enough to form a highly accurate picture of business at the custom house throughout the nineteenth century. Other types of records in this collection have large gaps in sequence or are available only for short periods.

This first part of this inventory encompasses only the bound volumes of Newburyport Federal Customs Records. The Phillips Library also has 125 scrapbooks of loose papers from the Newburyport Customs District, as well as many bundles of papers. These loose papers, among which are various inspection certificates, manifests, etc., are presently uncatalogued. See external document for detailed finding aid.

Biographical / Historical

On 31 July 1789, Congress established the United States Custom Service as a branch of the Treasury Department, thereby superseding the thirteen individual states' customs bureaus, and abolishing the states' exclusive right to collect customs. The tasks of the Custom Service were to include "the collection of duties on import, the registering and licensing of vessels, the enforcement of all regulations restricting imports and exports of goods, and the enforcement of laws governing the entry and clearance of seamen and ships' passengers."

The Newburyport district was one of eleven districts established in Massachusetts in 1789. Legislation indicated that the Newburyport district was "to include all waters and shores from New Hampshire to the north line of Ipswich." As such, the Newburyport district included Amesbury, Salisbury, and Haverhill as ports of delivery. In 1844, Ipswich (formerly an independent district) was annexed to the Newburyport district. Further customs acts in 1789 specified that a collector, a naval officer, and a surveyor were to reside at Newburyport and required that all customs collectors be personally appointed by the president. Provenance

After the closure of the Newburyport district in 1910, both the Old Newbury Historical Society and the Essex Institute expressed interest in being made custodian of the customs records. On February 25, 1913, the Collector of the Boston Customs District awarded custody of the records to the Old Newbury Historical Society. The Old Newbury Historical Society gave the records to the Essex Institute on May 24, 1927. However a few volumes were acquired by other means. Volume 20 (Collector’s Impost Book, 1805-1807) was purchased on October 18, 1923. The Surveyor’s Entry Book, 1790-1792, (B3A, F6) was purchased in March 1921.

Logbook dated 1858-1861 was purchased from D. L. Straight Auctions on December 14, 2022 (Acc 2022.032).
